Responsibilities
Safety and Security
-
Ensure the development and applications of a consistently applied safety risk framework and guidelines, in order to identify critical risk, and apply appropriate control mechanisms across all subsidiaries in line with Cathay group guidelines

Oversee the development and implementation of safety strategy in the context of Occupational Health and Safety, and safety in relation to Aviation Safety in coordination with the Head of Safety and Security in Cathay. Ensure the compliance of all local regulations and airlines requirements.

With direct reports, oversee the process of departmental and corporate management reviews for the purpose of reporting feedback from internal audit programmes of quality, safety and security systems to CEO of Subsidiaries and senior management including recommendations for improvement.

Act as SPOC responsible for overall co-ordination of all safety and operations risk management activities across all four subsidiaries

Review and approve security strategy in the context of protection of premises, guarding of restricted area, intrusion detection, crime prevention, cargo and merchandise security, and aviation security, including but not limited to compliance of the obligations of CPSL, HAS and CPCS under the Aviation Security Program, and other obligations imposed by the Airport Authority, Civil Aviation Department, and the standards imposed by customer airlines or other end customers Head of Safety and Security.

Set safety, security, and quality assurance strategy and goals / targets.

Monitor compliance for the subsidiaries with legal requirements and conformance with companies and customers’ standards.

Provide guidance and ensure consistently applied approaches to safety and security teams embedded within the subsidiaries. To include best practice sharing on safety management across all safety performance including for contractors, as well as providing support such as risk assessments and audits for security.

Manage the total budget for the overall Safety and Risk Management Department to deliver required outcomes and meet corporate targets
Quality and Business Improvement

Oversee the development and implementation of corporate policy outlining the core quality system, quality assurance requirements pertaining to all operational functions supporting the quality outcomes with the subsidiaries. Conduct audits based on a defined scope and frequency aligned with subsidiary management.

Provide LEAN leadership and guidance across subsidiaries. Work with subsidiary management to identify opportunities for business improvement, that could be addressed through similar techniques, and coordinate the assessment and implementation of solutions based on a business case.
Sustainable Development

Development of sustainability strategy for all subsidiaries to be aligned with subsidiary leadership, built into ABRs, based on Cathay group sustainability objectives.

Oversight of sustainability development team for all sustainability development activities across all subsidiaries, in line with the sustainability plan, applied consistently and based on sustainability benefits

This should include performance monitoring, awareness and communications activities, devise and develop sustainability initiatives based on specific business case, participation in Swire/Cathay working groups, and fund administration.
Food Safety

Oversight with regards to meeting appropriate Cathay guidelines and ensuring senior management support and guidance to food safety team.

Supporting the food safety team to carry out their role for food quality assurance including product development, production compliance, process monitoring and control, compliance to regulations such as ISO 9000, and other food audit or compliance related activities
Laundry Quality

Oversight with regards to meeting appropriate Cathay guidelines and ensuring senior management support and guidance to laundry quality team.

Supporting the laundry quality team to carry out their role for quality control and investigation, provision of technical training, utilities monitoring and control, lab testing and control, textile / laundry consultancy working with overseas laundry associations and conducting other laundry audit or compliance related activities
Requirements
-
University graduate in a related discipline
-
10-15 years experience in Safety and Security and / or Quality Management and / or Sustainability Management
-
Minimum 5 years in managerial role
-
Sound track record in planning, implementation of accreditation of new and existing certification schemes
-
Track record in developing and applying risk based control strategies and frameworks in operational environment
-
Able to display a strong presence and influence on all levels both internally and externally
-
Excellent command of written and spoken English and Chinese
